Background

The International Science Council (ISC) recognizes that Early and Mid-Career scientists and young academies are confronted with many challenges when navigating and evolving within complex science systems. These challenges include funding, access to resources and support, as well as the need to build collaborative relationships within the scientific community. 

To address these challenges, the ISC has made a commitment to fostering an ecosystem of collaboration, resource sharing, and partnership by engaging with young scientists at national, regional, and global levels. 

Together with ISC Member in an advisory role, the Global Young Academy (GYA), the ISC continuously extend a line of support and partnership to young scientists, encourages international, intergenerational, and interdisciplinary collaboration and dialogue.

The Forum offers opportunities for collaboration with ISC Members within an ecosystem of information exchange, regular meetings and joint initiatives.

Launch of the ISC podcast: Rethinking scientific careers in a changing world

The International Science Council and its Member, the China Association for Science and Technology (CAST), in partnership with Nature, launched a new six-part podcast series exploring the evolving landscape of research careers. Across the series, early- and mid-career researchers are in conversation with senior scientists, sharing experiences of growth, collaboration, and resilience in the face of rapid change.

Listeners will gain perspectives on navigating international collaboration, building lifelong professional networks, and finding a personal compass in the midst of a shifting academic environment.

Activities and impact

  • 2023: The ISC initiated the EMCR Forum to promote the participation of young and mid-career researchers in international science and to convene young scientific groups within a space for exchange, learning and collaboration. 
  • October 2024: The ISC and the China Association for Science and Technology (CAST) launched of a two-year project to amplify the voices of Early- and Mid-Career Researchers worldwide, with a special emphasis on those in low- and middle-income countries.Through leadership training, scientific collaboration, and direct engagement in global policy processes, this initiative aims to expand the perspectives, knowledge, and influence of a diverse group of young scientists.
  • November 2024: ISC played an important supporting role at the World Young Scientist Summit in Wenzhou, China, with dedicated sessions on international collaboration among young scientists in Asia and the Pacific.
  • January 2025: 25 early- and mid-career researchers from around the world were supported to attend the Muscat Global Knowledge Dialogue in Oman. A dedicated EMCR Roundtable, featuring researchers from China and beyond, created space for critical dialogue on EMCR engagement in science-policy processes and the future of international scientific cooperation.
  • September 2025 (upcoming): The ISC-Nature podcast series ‘Rethinking scientific careers in a changing world’ will be launched.
  • October 2025 (upcoming): ISC will conduct trainings on science diplomacy, designed to build strategic and leadership skills among EMCRs and equip them with skills to navigate and contribute to complex science and policy environments.

Background

Scientific expertise and information are often underutilized in policy making. There is a critical need to build capacity for effective science advice to ensure that policies are evidence-informed, equitable and future proof.

The Seeds of Science initiative aims to encourage and empower science and policy communities to work together towards more adaptive, evidence-informed and forward-looking governance across Asia.

The Seeds of Science, Asia grant funding program is run by the International Science Council’s Regional Focal Point for Asia and the Pacific (ISC-RFP) and the International Network for Governmental Science Advice in Asia (INGSA-Asia). The program is an opportunity for scientists, researchers, academics and practitioners in Asia to share their knowledge and insights on science advice with members of the scientific community and policy makers in their respective countries. Equally, it is an opportunity for policymakers, civil servants, and government officials to explore how science advice can best support their work, and to provide relevant advice to scientists about the complexities of policy-making, and how science can be efficiently integrated therein.

This year, the Seeds of Science, Asia will be offering grants up to A$9,500 each to successful consortia (joint applications with applicant one affiliated with academic or research organization and applicant two is a policy maker affiliated with government, civil society organizations or non-government organizations)with well-outlined proposals. Applications can include organizing workshops, seminars or other activities promoting science advice at an institutional or national level in the applicants’ respective countries. Successful applicants will be mentored by experts in the science-policy nexus who will provide valuable guidance and support for the successful implementation of their workshops.

*Applicants must be based in a country in the RFP-AP’s Asia Region (Bangladesh, Bhutan, India, Nepal, Sri-Lanka, Pakistan, China, Japan, Mongolia, South Korea, Brunei, Cambodia, Indonesia, Myanmar, Laos, Vietnam, Malaysia, Philippines, Singapore, Thailand, Timor-Leste)

The social and human sciences provide crucial insights towards our collective social, environmental and economic realities and potential futures. They are vital in ensuring the effectiveness and viability of policies and together with STEM subjects, they can help understand and address sustainability challenges at various levels. The current global context, marked by uncertainty, complexity and urgency, highlights the acute need to leverage learning from these disciplines.

A key strength of the ISC is that its membership includes both natural and social sciences. This proposed project intends to draw on the ISC membership to enable the ISC to facilitate social science collaboration and strengthen the contribution of social sciences and humanities, including new ways to integrate the cultural, social, economic and political dimensions in sustainable development policies at national and multilateral levels.

Given that effective and holistic policies require insights from the social sciences, enabling interface between experts from a range of disciplinary and contextual backgrounds with policymakers is of key importance. Acknowledging this, the ISC has led two social science research programmes in the past; Transformations to Sustainability (T2S) and the Leading Integrated Research in Africa for Agenda 2030 (LIRA 2030). Both these programmes led to key learnings1 for the global sustainability policy community and aimed to build capacity and networks in the regions the programme worked in. In addition, between 2019 and 2022, the ISC and UNDP project on ‘rethinking human development’ engaged experts from various disciplines, notably from the social sciences from around the world on the concepts and measurement of multi-dimensional wellbeing. The proposed project will be a concrete step to develop these learnings and further facilitate an enhanced role for social sciences in policy advocacy and advice as well as provide a platform for the social sciences in the work of the ISC.

One of the ISC’s predecessor organizations, the ISSC, contributed greatly to international collaboration in social science, including leading the development and publication of the World Social Science Reports. ISC with its enhanced global membership looks forward to continuing and enriching this tradition by providing opportunities for inter and transdisciplinary engagement as well as continuing to work to strengthen social sciences in the regions and globally.

Program objectives

The proposed project aims to foster international collaboration and create a global network of researchers, policymakers, and practitioners towards the following objectives:

  • Understand the challenges and good practices in developing social science contributions to sustainable development policy and demonstrate the value of social science contributions to policy making and implementation.
  • Develop evidence-based policy recommendations for sustainability
  • Build capacity for social science research and collaboration for social transformations for sustainable development.
  • Provide a platform for collaboration and for responding to common issues.

Activities and Impact

Timeline

  • Phase 1 Establishment of the program governance, securing partnerships and defining research priorities. Begin of collecting input for a report for setting the scene.
  • Phase 2 – Publish of the report based on input generated from Phase 1 and launch of collaborative research or expert networks to develop policy-relevant insights and share learnings.
  • Phase 3 – Highlighting and strengthening resources and findings, and establishing networks for ongoing engagement
  • October 2026: Global Summit on Social Science for Sustainability in Beijing during the mid-term meeting of ISC Members.

  • January 2025: Pre-event workshop at the Global Knowledge Dialogue “Science is social: Increasing the role and visibility of the social science in sustainable development policy and practice”
  • June 2025: The ISC launched a call for Steering Group members, inviting ISC Members to guide the project’s scope and activities.

Background

As part of the Scientific Advisory Board’s global network of scientific institutions, the International Science Council contributes to the Board’s work by offering insights, identifying expertise from its networks and sharing relevant scientific resources. The scientific network also engages members of the ISC such the Global Young Academy, the World Academy of Sciences, the Organization for Women in Science for the Developing World and the International Network for Governmental Science Advice. 

The ISC provides input to the SAB through both formal and informal channels. It has shared key ISC publications and facilitated horizon scanning exercises to help identify emerging future trends. Additionally, the ISC is supporting collaboration between the SAB and the UN Group of Friends on Science for Action, for which it serves as a Secretariat alongside UNESCO. Through these efforts, the ISC contributes to strengthening the link between science and policy at the UN level.

Activities and impact

September 2024: The first retreat of the Board and Network marked a critical step in strengthening collaboration between science bodies and the UN to ensure that scientific evidence can be directly translated into policy action.

September 2024: Scientific Advisory Board issues a statement on trust in science and convenes events including on the role of young scientists with the Group of Friends on Science for Action and the Global Young Academy.

October 2024 to March 2025: the Board holds a series of expert dialogues on 5 priority themes for which the ISC recommended experts from its networks: Deep-sea environment including impacts of deep-sea mining (DSM); Solar radiation modification (SRM); Biological research on aging; Decarbonization; and Artificial intelligence verification.

Background

This project expands upon the ISC’s work on the future of scientific publishing and reform of research assessment, aiming to realign science systems with the ISC’s vision of science as a global public good and strengthen the ISC’s role as the global voice for science.

Recognizing that publishing and research assessment are interconnected, this initiative will bring together both communities in a shared Forum to find solutions that address common challenges and create a concrete plan for coordinated action.

The project will convene quarterly online discussions to drive change and information sharing, along with an annual in-person meeting, the Forum, to foster partnerships. The ISC will also develop knowledge products and foundational documents to support the Forum and will aim for a broader campaign to promote good practices in research dissemination and assessment.

Through this work, the ISC aims to act as a convenor of key actors, including, but not limited to:

The Forum builds on the ISC’s legacy in scientific publishing and research assessment:

  • Since 2019, the ISC has produced several key papers on scholarly publishing, including The Key Principles for Scientific Publishing and The Case for Reform of Scientific Publishing
  • In parallel, the ISC has collaborated with the Global Young Academy (GYA) and InterAcademy Partnership (IAP) to assess global research evaluation practices and to reimagine evaluation for the 21st century. Read the papers resulting from this collaboration.
  • Early 2024: The ISC began building the Forum by reaching out to stakeholders working on scientific publishing reform to gauge their interest in collective efforts.
  • June 2024: Virtual meetings were held to discuss priorities identified through a stakeholders survey and to reach consensus on actions and next steps.
  • June 2025: The ISC launched a call for a new Steering Group, inviting ISC Members to guide the project’s scope and activities.
  • September 2025: Establishment of the new Steering Group.
  • Late 2025 & early 2026: The ISC plans to produce two key papers to inform the Forum:
    • A synthesis of the ISC’s previous work on scientific publishing and research assessment.
    • A paper on the governance of scientific knowledge dissemination processes.

Background

The Science Systems Futures project seeks to deepen our understanding of how emerging technologies are transforming the global practice and organization of science. It aims to strengthen the capacity of science, technology, and innovation actors in the Global South by fostering coalitions that can anticipate and adapt to these transformations over the next decade. A strategic retreat in May 2025 in Nairobi, Kenya, hosted by the African Academy of Sciences will bring high level experts from around the world, particularly form the Global South, to discuss the impact of emerging technologies on science systems.

As emerging technologies rapidly reshape scientific research and development worldwide, their benefits remain unevenly distributed. The Global South, with its distinct socio-economic contexts and R&D priorities, faces both significant opportunities and challenges in harnessing these technologies. 

The retreat will explore how transformative technologies can enable more efficient, inclusive, and impactful science systems in the Global South. 

The key topics of discussion in the retreat will be: 

  1. Assessing Emerging Technologies 
    • Identify and evaluate the emerging technologies most likely to drive transformative change in science systems across the Global South. 
    • Conduct a structured assessment of these technologies—covering current applications, future potential, and their ability to strengthen scientific capacity. 
  2. Understanding Private Sector Engagement
    • Examine the role of private sector R&D in science ecosystems, especially in contexts where public funding is limited. 
    • Analyze case studies (e.g., AlphaFold, compute infrastructure) to identify how private-sector innovation can complement public research efforts and fill existing gaps. 
    • Discuss incentives, investment frameworks, and collaborative strategies that encourage mutually beneficial partnerships between industry and scientific institutions. 
  3. Mapping Gaps and Strategic Alignment
    • Identify critical gaps in current thinking about the future of science systems in the Global South.
    • Define how both IDRC and the Centre for Science Futures can strategically use their resources and networks to address these gaps. 

Activities and impact 

July 2024 – December 2025 

A curated list of emerging technologies most impactful for the scientific communities in the Global South. This resource will include: 

  • A rationale for each technology’s selection based on adoption levels, future relevance, and regional needs. 
  • Recommendations for policy, institutional strategies, and investment priorities. 
  • Consideration of both new and well-established technologies that require scaling, adaptation, or reinvestment to fully realize their potential. 

These activities and impacts are intended to guide collaboration, inform decision-making, and support innovation ecosystems in the Global South as they navigate technological transformation.

Background

This project aims to build stronger, more effective partnerships between science institutions and private sector actors in the Global South, with the overarching goal of advancing science as a global public good. Recognizing the vital but distinct roles both sectors play—public institutions often initiate research while private companies drive technological innovation—the project seeks to overcome traditional barriers to collaboration. By examining existing public-private partnership (PPP) models and exploring new avenues such as hybrid organizations and intersectoral teaming, the initiative will assess how these partnerships can better deliver on shared scientific goals. These efforts will be grounded in emerging themes like data infrastructure, academic publishing, and new connectivity technologies, all critical areas where the Global South could leapfrog outdated systems and adopt forward-looking, efficient solutions. 

The project also places strong emphasis on community building and knowledge sharing across science, technology, and innovation (STI) ecosystems in the Global South. Through foundational reports, international conference participation, and collaborative writing workshops, actors from these regions will be empowered to engage with emerging technologies and establish meaningful relationships with the private sector. These activities aim not only to position the Global South for scientific advancement but also to shape more equitable, impactful PPPs that recognize and serve science as a public good on a global scale.

Activities and impact

May 2025 – October 2026 

  • A co-designed public report with academics, technologists, technology developers and policy-makers on the potential impact of three emerging technologies on science systems in the Global South, including of recommendations on good practice for navigating connections between publicly funded science and private sector drivers or creators of such emerging technologies.  
  • Preparatory consultations on emerging trends and future development of Global South STI organizations using new technologies (to be undertaken with the assistance of key consultants based in the Global South).  
  • Panels and sessions in international and multilateral technology events to advance Global South perspectives on the future of STI systems.

Responding to both persistent challenges and new opportunities in the global research landscape, this project by the ISC’s think tank Centre for Science Futures seeks to strengthen the capacity of Global South actors through coalition building, peer learning, and strategic engagement.

It addresses the need for more inclusive and reflexive communities of practice, especially as LMICs navigate rapid technological shifts and increasing global expectations.

The project is structured around four interconnected work packages:

AI in national research ecosystems

The goal of this project is to understand how AI is transforming STI systems, particularly in the Global South, and how countries can take advantage of these changes. It will build on the first working paper “Preparing National Research Ecosystems for AI: Strategies and progress in 2024”, expanding to include more country case studies, as well as consultations and workshops with experts and organizations worldwide, closing knowledge gaps on how different countries are integrating AI into their research ecosystems.

Emerging technologies and transformations

The project will convene experts from around the world to reflect on the next wave of critical transformations for STI systems globally, and their impact in the Global South.

Science organizations in the digital age

This project aims to gather knowledge and experience about effective and impactful support for Global South STI actors in pursuing digital transformations through strategic and technical assistance to selected organizations. The ISC’s discussion paper “Science organizations in the digital age” serves as a pilot to this project.

Innovating science-industry collaboration

This initiative focuses on building reflexive communities of practice among Global South science players testing and using new technologies, through a series of matchmaking events connecting STI organizations with industry and technology developers.

Background

In 2021, the ISC mandated a Steering Group to strategize its engagement with the intergovernmental system and amplify the voice of science in global policymaking. This led to the establishment of the “Group of Friends on Science for Action” (GoF), a coalition of UN Member States aiming to ensure that the UN and Member States have access to actionable knowledge for the purposes of evidence-based decision making.

As parts of its efforts to strengthen the role of science in informing deliberations and decision-making in the multilateral system, the ISC is seeking to analyze the needs of the UNGA for scientific advice, review past and current science advice mechanisms, and discuss possible steps to establish a more permanent advisory mechanism. To this end, the ISC commissioned an independent research project by a group from STEaPP at University College London, aimed at mapping the current landscape of science advice at the UNGA and identifying opportunities to enhance evidence-based decision-making within this global body.

 

Strengthening Science Advice at the United Nations General Assembly

The study “Strengthening Science Advice at the United Nations General Assembly” draws information from primary interview data and secondary literature review data, highlighting insights into formal and informal channels of evidence provision, challenges within the current science advice mechanisms, and potential strategies for establishing a robust, institutionalized science advice framework at the UNGA. The data and subsequent report recommendations suggest that the establishment of a centralized and ongoing arrangement for scientific inputs and advice would facilitate more effective integration of evidence into UNGA deliberations and decision-making processes.

Key Recommendations for Action

  • Establish an Institutionalized UNGA Science Advice Mechanism (SAM): create a formal SAM with a clear mandate to provide structured, consistent, and accessible scientific advice relevant to the UNGA’s annual agenda available to all UN Member States, regardless of their national scientific capacities.
  • Increase Effective Stakeholder Inclusivity: broaden the SAM’s inclusivity by meaningfully incorporating diverse input from civil society, academia, and indigenous groups.
  • Promote Transparency and Accountability: enhance the credibility of SA by instituting transparent procedures, and clear guidelines for evidence use.

Background

Science has long shaped international relations, enabling cooperation and exploration, while also serving political and economic interests. Today, it is increasingly intertwined with diplomacy amid rapid technological change, global power shifts, and the securitization of science in an increasingly multipolar world.

As disparities in access to science grow, so do tensions driven by populism, misinformation, and conflict. Diplomacy is evolving, with more diverse actors – including cities, corporations, and scientific diasporas – and a growing role for scientists and science advisers in addressing global challenges.

ISC's unique role in science diplomacy

Science diplomacy is multifaceted and the ISC’s multi-pronged approach to science diplomacy covers five key dimensions: 

1. Fostering equitable dialogue on issues of global concern

The ISC plays a major role in facilitating inclusive and equitable conversations on global issues, promoting knowledge sharing, fostering a shared understanding of the issues requiring global collective action, and helping to reduce knowledge asymmetries that can hamper the ability of countries to participate in and influence global governance. This is particularly acute around new and emerging issues – for example, in disruptive technologies, which introduce rapid changes and new risks and opportunities.

2. Advancing international scientific collaboration and equity

The ISC champions openness, inclusivity and equity in science, especially in light of the unequal scientific capacities and opportunities between countries.

It also addresses the challenges posed by competing geostrategic interests and tensions, which often lead to heightened concerns over research security. This context undermines international scientific collaboration and the potential to leverage science to inform global responses and science as a global public good.

The ISC advocates for equitable access to scientific collaboration, knowledge and data sharing, while working to minimize misuse or politicization of research in a way that prioritizes equity, transparency, and fairness.

3. Encouraging responsible governance of disruptive technologies

The ISC promotes the ethical governance of emerging technologies, such as artificial intelligence, synthetic biology, and geoengineering. By leveraging its global reach and expertise, the ISC can facilitate multilateral dialogues to address gaps in governance and support the development of regulatory frameworks to ensure that developments in science and technology support equitable sustainable development and minimize risks of misuse or unintended negative consequences.

4. Supporting the protection of the global commons

The ISC plays a crucial role in safeguarding the global commons, such as the atmosphere, oceans and polar regions, by stimulating research and scientific cooperation and promoting peace, security, equitable access and responsible use.

5. Strengthening science-policy interfaces and providing science advice to inform decision-making

The ISC serves as a trusted scientific advisor to multilateral organizations and coalitions of actors by convening and providing multidisciplinary scientific inputs into intergovernmental deliberations and negotiations. It ensures that diverse perspectives contribute to the development of shared understanding and the shaping of solutions to critical global issues. 

The ISC also draws on its experience in organizing scientific advice at the international level to support the design, creation and implementation of mechanisms of scientific advice.
