{"id":1446,"date":"2017-04-19T08:34:29","date_gmt":"2017-04-19T08:34:29","guid":{"rendered":"https:\/\/staging.icsu.org\/"},"modified":"2025-08-06T10:27:17","modified_gmt":"2025-08-06T10:27:17","slug":"funding","status":"publish","type":"page","link":"https:\/\/council.science\/about-us\/funding\/","title":{"rendered":"ISC funding and finances"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Core funding<\/h2>\n\n\n\n<p>The Council\u2019s principal source of core income is dues from Members, supplemented by a grant from the Government of France, the ISC\u2019s host country. Other major sources of income are grants from various organizations and foundations for specific projects or areas of activity.&nbsp;<\/p>\n\n\n\n<p>Annual membership dues are paid in accordance with\u202f<a href=\"https:\/\/council.science\/publications\/statutes-and-rules-of-procedure\" target=\"_blank\" rel=\"noreferrer noopener\">Statute 54<\/a>:\u202f<em>\u201cEach Member of the Council shall pay annual dues on a scale determined by the General Assembly following the advice of the Governing Board.\u201d<\/em> The present scale of dues is based on the decision at the joint meeting of ISC\u2019s predecessor organizations ICSU and the ISSC in 2017 to maintain the existing dues structures of ICSU and the ISSC, in parallel, until such time as a new, unified dues structure could be developed and adopted. A new dues structure, appropriate to the current global context, is <a href=\"https:\/\/council.science\/about-us\/governance\/committees\/dues-committee\/\" target=\"_blank\" rel=\"noreferrer noopener\">under preparation<\/a>.&nbsp;<\/p>\n\n\n\n<p>The current dues scale for the period 2022\u20132024 (as approved by the General Assembly in 2021) can be downloaded here: <a href=\"https:\/\/council.science\/wp-content\/uploads\/2024\/10\/Overview-ISC-membership-dues-2022-2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Overview ISC membership dues 2022-2024.pdf<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">External funding&nbsp;<\/h2>\n\n\n\n<p><strong>The ISC acknowledges with gratitude the substantial funding from governments, external organizations, and foundations, which supports numerous targeted projects and initiatives. This includes funding from:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The US National Science Foundation, which supports ISC work on sustainability from 2023\u20132028.<\/li>\n\n\n\n<li>The International Development Research Centre (IDRC) of Canada, which funds&nbsp;<a href=\"https:\/\/council.science\/blog\/official-launch-of-the-idrc-and-isc-project-to-explore-ais-impact-on-science-systems-in-the-global-south\/\" target=\"_blank\" rel=\"noreferrer noopener\">a three-year project<\/a>&nbsp;exploring the impacts of artificial intelligence (AI) and other emergent technologies on science systems in the Global South (2024\u20132027).<\/li>\n\n\n\n<li>The IRDR International Centre of Excellence in Taipei, which funds a jointly agreed programme of work on disaster risk reduction (2022\u20132026).<\/li>\n\n\n\n<li>The Frontiers Foundation, which funds the ISC to promote Global South participation in the <a href=\"https:\/\/council.science\/our-work\/frontiers-planet-prize-science-for-a-sustainable-planet\/\" target=\"_blank\" rel=\"noreferrer noopener\">Frontiers Planet Prize<\/a>.<\/li>\n\n\n\n<li>The <a href=\"https:\/\/council.science\/member\/china-cast-china-association-for-science-and-technology-cast\/\" target=\"_blank\" rel=\"noreferrer noopener\">China Association of Science and Technology (CAST)<\/a>, which provides a grant to support the participation of <a href=\"https:\/\/council.science\/members\/emcr\/\" target=\"_blank\" rel=\"noreferrer noopener\">Early and Mid-Career Researchers<\/a> in ISC activities (2024\u20132026).<\/li>\n\n\n\n<li>The New Zealand Government, which has supported ISC work on <a href=\"https:\/\/council.science\/our-work\/freedom-and-responsibilities-in-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">freedom and responsibility in science<\/a> since 2016.<\/li>\n\n\n\n<li>The <a href=\"https:\/\/council.science\/member\/norway-university-of-bergen-uib\/\" target=\"_blank\" rel=\"noreferrer noopener\">University of Bergen<\/a>, which provides a prize fund for the <a href=\"https:\/\/council.science\/our-work\/stein-rokkan-prize\/\" target=\"_blank\" rel=\"noreferrer noopener\">Stein Rokkan Prize<\/a>, awarded annually.<\/li>\n<\/ul>\n\n\n\n<p><strong>In the past, we also received funding from:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Swedish International Development Cooperation Agency (Sida), which supported the <a href=\"https:\/\/council.science\/what-we-do\/transdisciplinary-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">transdisciplinary work,<\/a> notably the <a href=\"https:\/\/council.science\/our-work\/transformations-to-sustainability\/\" target=\"_blank\" rel=\"noreferrer noopener\">Transformations to Sustainability (T2S)<\/a> and <a href=\"https:\/\/council.science\/our-work\/lira2030\/\" target=\"_blank\" rel=\"noreferrer noopener\">LIRA 2023<\/a> programmes from 2014 to 2022.<\/li>\n\n\n\n<li>The United Nations Environment Programme, which funds the ISC\u2019s contribution to a joint research effort on <a href=\"https:\/\/council.science\/our-work\/strategic-foresight-for-the-environment\/\" target=\"_blank\" rel=\"noreferrer noopener\">foresight<\/a> in 2023\u20132024.<\/li>\n<\/ul>\n\n\n\n<p><strong>Furthermore, several governments, organizations and foundations contribute to the ISC\u2019s activities either with in-kind contributions or with direct financial support to ISC members or partners, including:\u00a0\u00a0<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Australian Government, to <a href=\"https:\/\/council.science\/governance-funding-rfp-ap\/\" target=\"_blank\" rel=\"noreferrer noopener\">support the ISC regional presence in Asia and the Pacific<\/a> from 2022 to 2027.<\/li>\n\n\n\n<li>The Colombian Academy of Sciences, to <a href=\"https:\/\/council.science\/about-us\/our-regions\/latin-america-and-caribbean\/\" target=\"_blank\" rel=\"noreferrer noopener\">host the ISC regional presence in Latin America and the Caribbean<\/a>.<\/li>\n\n\n\n<li>The Sasakawa Peace Foundation, to support efforts to establish an<a href=\"https:\/\/council.science\/our-work\/pacific-academy\/\" target=\"_blank\" rel=\"noreferrer noopener\"> academy of sciences in the Pacific Islands region<\/a>.<\/li>\n\n\n\n<li>Co-sponsors of <a href=\"https:\/\/council.science\/members\/affiliated-bodies\/\" target=\"_blank\" rel=\"noreferrer noopener\">ISC Affiliated Bodies<\/a>, which provide a range of services and resources to the bodies, in-kind and in cash.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Financial planning and oversight&nbsp;<\/h2>\n\n\n\n<p>The\u202f<a href=\"https:\/\/council.science\/about-us\/governance\/general-assembly\/\" target=\"_blank\" rel=\"noreferrer noopener\">General Assembly<\/a>\u202fapproves a multiannual budget for the next planning period upon proposals received from the\u202f<a href=\"https:\/\/council.science\/about-us\/governance\/governing-board\/\" target=\"_blank\" rel=\"noreferrer noopener\">Governing Board<\/a>. The Governing Board approves the annual budgets. After consideration by the\u202f<a href=\"https:\/\/council.science\/about-us\/governance\/committees\/committee-for-finance-and-fundraising\/\" target=\"_blank\" rel=\"noreferrer noopener\">Committee for Finance, Compliance and Risk<\/a>\u202fand the Governing Board, the audited annual accounts are sent to all Members for approval and subsequently published in the <a href=\"https:\/\/council.science\/publications\/?tags=AnnualReport\" target=\"_blank\" rel=\"noreferrer noopener\">annual report<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">The ISC Foundation<\/h2>\n\n\n\n<p>The ISC has established a charitable foundation in the UK, called the <a href=\"https:\/\/council.science\/about-us\/charitable-trust\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Science Council Foundation<\/a> (UK).
