{"id":52771,"date":"2022-09-07T12:38:36","date_gmt":"2022-09-07T12:38:36","guid":{"rendered":"https:\/\/council.science\/?page_id=52771"},"modified":"2025-05-30T15:47:33","modified_gmt":"2025-05-30T15:47:33","slug":"why-scientific-publishing-matters","status":"publish","type":"project","link":"https:\/\/council.science\/our-work\/why-scientific-publishing-matters\/","title":{"rendered":"Future of scientific publishing"},"content":{"rendered":"\n<p class=\"has-background\" style=\"background-color:#f9f9f9\">This project has now been completed, and the ISC continues to build on this work through a new initiative &#8211; the <a href=\"https:\/\/council.science\/our-work\/forum-science-publishing-assessment\/\">Forum to reform science publishing and assessment<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Background<\/h2>\n\n\n\n<p>Since the earliest days of scientific research, scholarly publishing has allowed scientists to share new ideas and evidence with the world. By offering up knowledge claims to be scrutinized, tested and applied, publishing is the basis of scientific \u2018self-correction\u2019. It forms the foundation of international scientific collaboration which accelerates the work of scientists taking on important global challenges from climate change to pandemic response.&nbsp;&nbsp;<\/p>\n\n\n\n<p>But at such a critical time, there are deep concerns within the scientific community that publishing systems no longer meet the needs of global science.&nbsp;<\/p>\n\n\n\n<p>A small number of corporations guard access to much of the scientific publishing system. Too often, paywalls block researchers and institutions from accessing articles, while high fees often exclude them from publishing in journals.&nbsp;&nbsp;<\/p>\n\n\n\n<p>At the same time, an explosion in demand is straining the peer review system, while so-called predatory publishers exploit the increasing demand by offering unscrutinized routes to easy publication. And the use of journal impact factors and citations as the main measures of scientific merit has locked scientists into a model centered around \u2018high-impact\u2019 journals that are unaffordable for many authors and readers \u2013 a system that deepens inequalities and limits access to knowledge.&nbsp;<\/p>\n\n\n\n<p>For publishing to fulfil the vision of science as a global public good \u2013 freely available, and for the benefit of anyone, anywhere \u2014 it must satisfy two fundamental responsibilities:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Global inclusivity that provides a voice for all and listens to diverse perspectives.&nbsp;<\/li>\n\n\n\n<li>Enabling ideas, evidence and data to circulate freely, quickly and efficiently, and to be made widely and openly available for scrutiny, application and re-use.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Activities and impact&nbsp;<\/h2>\n\n\n\n<p>Through this project, the Council collaborates with its Members, national and international funders, universities, open science bodies, publishers and individual scientists, creating a powerful coalition for change that works to ensure that scholarly publishing supports the open, efficient and accessible dissemination and use of scientific work.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>With input from the steering group, the project has developed a <a href=\"https:\/\/council.science\/wp-content\/uploads\/2020\/06\/Zero-draft-working-paper-priorities-for-reform-of-scientific-publishing.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">zero draft working paper on priorities for reform of scientific publishing<\/a>.&nbsp;&nbsp;<\/li>\n\n\n\n<li>In 2021, Members of the International Science Council (ISC) committed to work towards reform of the publishing system, and adopted <a href=\"https:\/\/council.science\/actionplan\/why-scientific-publishing-matters\/publishingprinciples\/\" target=\"_blank\" rel=\"noreferrer noopener\">eight fundamental principles<\/a> to guide it.&nbsp;<\/li>\n\n\n\n<li>In 2022, the ISC launched a series of online knowledge-sharing events for ISC Members and Affiliated Bodies on open science and scientific publishing (<a href=\"https:\/\/council.science\/events\/transition-open-access-in-scholarly-publishing-the-landscape-for-society-publishers\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The transition to Open Access in scholarly publishing: the landscape for society publishers<\/em><\/a><em>; <\/em><a href=\"https:\/\/council.science\/events\/isc-members-session-on-the-unesco-open-science-recommendation\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The UNESCO Open Science Recommendation<\/em><\/a><em>)<\/em>.<\/li>\n\n\n\n<li>In 2023, the ISC released <a href=\"https:\/\/council.science\/publications\/key-principles-for-scientific-publishing\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Key Principles for Scientific Publishing<\/a>, complemented by a second paper <a href=\"https:\/\/council.science\/publications\/reform-of-scientific-publishing\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Case for Reform of Scientific Publishing<\/a>, which evaluates the extent to which the principles are attained and identifies opportunities for reform.&nbsp;<\/li>\n\n\n\n<li>2023-2024: both papers were open to feedback from the ISC membership.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>At the moment, the ISC continues to convene these discussions around open science with the Members and other various stakeholders.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Get involved&nbsp;<\/h2>\n\n\n\n<p>The project calls for bold, ambitious action and collaboration. Implementing the ISC\u2019s <a href=\"\/publications\/key-principles-for-scientific-publishing\/\">eight principles for publishing<\/a> will challenge aspects of the culture and practice of science that have developed in recent decades.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Become part of the growing community working to imagine a future publishing system with science at its heart.
